Weasel version 2.76 available

This fixes the two problems recently discussed on the Weasel mailing list: a problem when measured "elapsed time" went negative, and logging of the USER, APOP, and AUTH commands even when POP is otherwise suppressed.
Hindsight: this is not going to tell you who the user is if the user chooses to use the AUTH command, because of course the information is encrypted.
